Location: These roles are eligible to be based in the Newcastle, York, Bristol and Preston Office Locations.
The MMO is the independent regulator for England’s seas, driven by the government’s aim for clean, healthy, safe, productive and biologically diverse oceans and seas, the MMO’s purpose is to protect and enhance our precious marine environment, and support UK economic growth by enabling sustainable marine activities. The MMO undertakes effective risk based enforcement of its regulatory responsibilities in respect of its statutory and delegated functions. The MMO’s legal team provides bespoke, robust, innovative legal advice, training and advocacy services across all areas of the MMO’s business to ensure that the MMO performs its statutory functions independently, lawfully and efficiently.
We are recruiting for 2 Advisory & Drafting Lawyers.
Our Advisory & Drafting Lawyers lead on the legislative drafting undertaken within the MMO.
Our Advisory & Drafting Lawyers lead on the provision of legal advice across all of the MMO’s broad portfolio of functions, with specific emphasis on:
- Legal advice to the Marine Licensing Team on marine licensing applications and development consent orders for nationally significant infrastructure projects such as offshore wind developments.
- Legal advice to the Marine Conservation Team on Wildlife Licences and European Protected Species Licences.
- Legal and drafting advice to the Marine Conservation Team on the drafting of MMO Byelaws.
- Legal and drafting advice to the Marine Conservation Team on the drafting of byelaws to be made by Inshore Fisheries Conservation Authorities.
- Legal and drafting advice to the Harbours Team on the making of Harbour Revision Orders and Works Orders under the Harbours Act 1964.
- Legal advice to the MMO across its broad portfolio of functions.
The following are essential for this role:
- Significant experience of advisory work in a regulatory setting.
- Significant experience in legislative drafting, experience working with the SI template/Lawmaker and drafting to government legal drafting standards.
- Significant experience in public and administrative law.
- Ability to analyse complex legal issues and identify risks to the organisation.
- Intellectually confident, able to handle considerable complexity and document heavy matters.
- Excellent communication skills and the ability to explain and present issues in clear, structured and objective ways.
- An ability to work quickly and under pressure while remaining calm and focussed.
- A strong team player with the ability to develop a positive, supportive and inclusive culture.
