Job summary

This is an opportunity to join a fast paced and dynamic team which operates to senior Stakeholders across Defence. The Strategic Planning Function (SPF) sits within the Strategy and Plans (S&P) 2* Directorate. Through the SPF, DIO will ensure essential interfaces between Defence Infrastructure and Corporate strategy, demand and delivery are in place.  This role will help deliver a more effective and efficient Defence estate.

Strategic Planning and Excellent Advice, along with the exploitation of data, are at the core of S&P business. Leading DIO’s strategic advice planning centre, this role is critical to the success of the SPF.  The team provides the primary connection to DIO clients, such as the Front Line Commands, other TLBs (Top Level Budgets) and enabling organisations.

This role would play to the strengths of an influential and innovative problem solver. You will lead a small team to provide excellent advice critical to the development of client side capability planning.

Your responsibilities will drive forward business change activities, including:

  • Accountability for implementing, operating and continuously transforming the Strategic Advice Planning Centre
  • Leading development of essential Governance mechanisms for DIO’s Strategic Advice and reporting performance to senior DIO and Infrastructure Boards
  • Responsible for DIO’s coordinated approach to customer engagement regarding Advice
  • Ensuring robust and understood interfaces between the SPF and those who provide and enable advice, including subject matter experts.

This position is advertised at 37 hours per week.

Job description

    1.Strategic Planning Function Design & Implementation: 35%

  • Lead development of DIO’s strategic advisory offer as part of the establishment of the Strategic Planning Function, working across DIO business areas to deliver an agile and effective route to implementation.
  • Communicate plans for design and implementation of DIOs Strategic Advice capability, providing a focused and single point of contact for DIO’s customers to access strategic advice.

     2. Governance & Stakeholder Management: 35%

  • Develop the proposition for the Governance of DIOs Strategic Advice as part of SPF Governance and support the DIO Strategy and Development Board.
  • As the SAPC and Engagement Lead, you will be accountable to the DIO Strategy and Development Board. You will ensure the demand signal for Strategic Advice is visible across DIO and linked to Corporate Strategy; workforce and capability planning activity in particular, and prioritised, including through effective engagement across senior Defence Stakeholders.
  • Directly engage with senior Defence Stakeholders through formal and informal mechanisms to determine and agree the plan for Strategic Advice. You will report the Advisory output routinely military and civilian 2* and 3*s, including the DIO Board and Infrastructure Joint Committee, as well as to Ministers.
  • Effectively communicate plans for ongoing development and implementation of SPF SA capability effectively across internal and external audiences, providing a streamlined and single point of contact for DIO’s stakeholders to access strategic advice.

     3. Change Management & Integration: 30%

  • Support the SPF Advance Party lead and senior stakeholders in the establishment of the nascent SPF. Work alongside DIO Corporate Governance to ensure alignment with DIO’s Corporate Vision, Mission and Operating Model.

Person specification

We are looking for someone who can demonstrate the following experience and/or potential:

Essential

  1. Experience in leading teams and achieving delivery through others outside of your management control as well as through the team
  2. Understanding of the DIO and Infrastructure Operating Models
  3. Wider knowledge of the role of Defence and the operation of the MOD as a Department of State
  4. Ability to deal-in new concepts within the existing operating model
  5. Ability to proactively identify problems and challenges that could prevent successful outcomes.
  6. Experience in building teams and leading problem solving of a multi-dimensional issue.
  7. Able to form networks and build credibility through effective leadership; the ability to collaborate widely is essential to success
  8. Have proven experience of negotiating, engaging, and influencing diverse, across Organisational boundaries & senior stakeholder groups.
  9. Have strong leadership and change skills, and be an effective communicator in both written and verbal scenarios

Desirable

  1. Working knowledge of the Defence political and policy context.
  2. Understanding of how infrastructure underpins military capability.
  3. Experience of leading and shaping work with others from different professional backgrounds to achieve organisation priorities.

Technical - Professional/ external qualifications or functional competencies

  • Project or Programme Management skills, experience and qualifications: adept at developing project plans and managing risk, issues, stakeholder engagement and communication strategies. Ideally training in AGILE project Management
  • Policy and Strategy: outlining vision and developing milestones to achieve strategic objectives, and highlighting cross-cutting issues; communicating written and verbally to Ministers and Senior Boards.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
