About the Human Tissue Authority…

The Human Tissue Authority’s (HTA’s) primary goal is to protect public and professional confidence in the safe and ethical use of human tissue. The HTA is the national independent regulator for organisations that remove, store and use tissue for research, medical treatment, post-mortem examination, teaching and display in public. We also give approval for organ and bone marrow donations from living people. With the interests of the public and those we regulate at the centre of our work, we aim to maintain confidence by ensuring that human tissue is used safely and ethically, with proper consent.

The pace of innovation in cell, tissue and organ-based therapies, in life sciences research and the use of digital imaging and artificial intelligence in pathology have the potential to impact hugely on the way the sectors we regulate work and in turn how the HTA itself must operate.

The HTA has an ambitious vision and strategy for the next three years centered on achieving greater sustainability, agility and resilience in our operations.

Job description

Why this could be a great role for you….

An opportunity has become available for an experienced policy professional to join our Policy and Development team. The role of a Policy Manager at the HTA is highly varied. It can involve providing a key service in identifying and considering emerging areas of interest and relevance to our regulatory function, resolving regulatory policy issues, ensuring that existing policies and regulatory tools – such as the HTA’s Codes of Practice – are up to date and effective, implementing legislation, developing Memorandums of Understanding, and publishing reviews highlighting the HTA’s achievements.

The role holder will enjoy a varied workload that includes developing evidence-based policy, big-picture thinking, and contributing to cross-government groups and initiatives. They will be part of a team of three Policy Managers and a Data Analyst.

What you will bring…..

You will be an experienced policy professional who can lead and manage policy projects and workstreams, using your analytical and communication skills to solve problems and deliver significant pieces of work. Covering issues such as legislative changes and scientific advances, the post-holder will also provide advice on the sectors that we regulate.

To join us, you will need extensive experience in a policy development role showing a history of managing the input of relevant analytical, technical, and legal experts to present policy recommendations that highlight the risks and trade-offs to decision makers. You will be comfortable with drafting and presenting papers and reports on complex topics to senior management, and building strong working relationships with a diverse group of internal and external stakeholders. 

You will be able to manage multiple tasks and projects simultaneously, ensuring effective prioritisation in line with emerging needs. You will also be able to support others to solve problems and to seek continuous improvement.

While our office is based in Stratford, London, we offer flexible working office-based contracts (requiring a minimum of 1 day a week in the office) or a remote working home-based contract (requiring you to attend the office when there is a business need). We ensure that our home-based workers are also kitted out with what they need to comfortably work from home.
