About the group
Strategy, Planning and Budget operates at the heart of the Treasury to develop the Department’s overall strategy and business plan, assess performance and risk, and help deliver its objectives with a large, flexible project team who work on ministerial priorities across the whole range of the department’s policy responsibilities. We also co-ordinate the Chancellor’s annual Budget, the Finance Bill and the Treasury’s tax strategy, as well as coordinate the Treasury’s responses to the COVID-19 Public Inquiry and provide support to ministers and officials who are Inquiry witnesses. SPB also promotes excellent policymaking across the department and houses the Darlington Leadership Team, which works to ensure the successful delivery of the Darlington Economic Campus (DEC).

The Budget and Finance Bill team is a friendly and encouraging team, which sits at the centre of the Treasury and is responsible for delivering the department’s policy objectives through the Budget process.
The team works with policy specialists across the department to bring tax and spending policy together into a cohesive package. Our work can be dynamic and fast-paced at times, but we work flexibly as a team to support each other. You may regularly be working on issues prone to hit the newspaper headlines, which means our work is relatable and very interesting. We give team members lots of support and on the job training to help you develop the knowledge and skills needed to do well.

About the job
The Finance Bill is the key legislative vehicle for tax changes announced by the Chancellor after each Budget.
The post holder will be responsible supporting the delivery of the Finance Bill from start to finish – from being involved in the early stage of tax policing making and fiscal event planning well in advance to the bill being introduced; working with policy teams to finalise the legislation and briefing; and to advising Special Advisors (SpAds) and Ministers on parliamentary risk and supporting them through Parliamentary stages. The post holder also plays a role in advising on HMT’s wider approach to legislative strategy to ensure to support the Chancellor’s priorities.
The role involves significant interactions with Ministers and SpAds, and gives the opportunity to work with a wide network of colleagues across HMT, HMRC, Office of Parliamentary Council (OPC), and the Parliamentary Business and Legislation Committee (PBL) secretariat.
This role provides an excellent opportunity for any tax policy professionals who would like to move to a strategic role and develop legislative expertise, or anyone with legislative experience who would like to apply those skills in a core HMT policy area. The post holder would also be supported to undertake further training in tax, if desirable.
Key accountabilities for this role include:
- supporting Ministers through the Parliamentary stages of the Finance Bill by delivering high quality verbal and written briefing and leading support from the box during debates in the House
- working with tax teams across HMT and HMRC tracking progress of the development of Bill measures against key deadlines, providing direction and expertise on Finance Bill and parliamentary processes, and preparing ministerial briefing and speeches
- building a strong working relationship with HMRC and the Office for Parliamentary Counsel to support the development of the Bill and other core tax products, and to ensure that there is a clear delivery plan
- leading on wider Budget processes and productions, including acting as a central “account manager” for a Budget workstream and working with HMRC to deliver key Budget documents
- co-ordinating HMTs broader legislative strategy, working with teams across the department, Special Advisors and the Cabinet Office to ensure that HMT’s legislative programme is progressed and advocate for HMT interests in the wider programme
The role can be heavily loaded in the immediate run-up to the Committee and Report stages of the Finance Bill when some long hours are unavoidable, including supporting ministers in person in Parliament for debates. This usually requires approximately 10 days in Parliament spread across four-five months for each Bill. However, SPB is committed to promoting work-life balance and actively supports flexible working practices to balance hours over the course of the year.
