We are a new arm’s length body of the Welsh Government, responsible for the strategy, funding and oversight of:
- further education including colleges and school sixth-forms;
- higher education including research and innovation;
- adult education and adult community learning; and
- apprenticeships and training.

Location
Our headquarters is a newly refurbished office in Capital Quarter, Cardiff, specifically designed to meet our needs. We expect this to be the place that most colleagues will use to collaborate, both with each other and with stakeholders.
As we operate across Wales, we also have collaboration and limited office space in Welsh Government offices in Llandudno Junction, Aberystwyth, Swansea and Merthyr Tydfil.
Main purpose of the job
The officer posts are critical in the support and delivery of all aspects of human resources, health and safety, wellbeing, and development, providing a comprehensive and efficient service to Medr’s people and senior management.
With a focus on recruitment, onboarding, wellbeing and the development of staff, the officer roles will work across these areas as well as become involved in project work to foster Medr’s culture.
Job description
What you'll be doing
- Process monthly transactions to be passed to payroll, utilising the Dynamics 365 Finance and Operations system, including absence management; ensuring all staff details are accurate and up to date.
- Co-ordinate bilingual recruitment campaigns, with direction available from the Senior HR Manager if required. Utilise Civil Service Jobs to manage adverts and applications. Organise shortlisting and interview arrangements, including tests/ presentations and all communication with candidates.
- Organise the onboarding and offboarding processes, as well as changes to terms and conditions, liaising with line managers, IT and facilities as appropriate.
- Be involved in health, safety and wellbeing arrangements and initiatives to provide individuals with a suitable and secure working environment. Assist with office arrangements, and delivering facilities support services to Medr.
- Support performance management initiatives, responding to requests for development requirements and queries from colleagues on Medr’s approach.
- Assist with specific projects as directed including, but not limited to, impact assessments, policy development, wellbeing initiatives, organisation wide development initiatives, Data Protection requirements, Welsh Language Scheme requirements, business continuity and procurement activities.
- Provide guidance and respond to queries, in liaison with the Senior HR Manager, on people and culture policies.
- Support the people and culture team in administrative tasks, such as, but not limited to, secretariat and minute taking roles, records management, maintaining Medr’s people and culture website and intranet pages.
Key challenges you will face
- Supporting the setup of the People and Culture department within Medr, its operational approaches, working to embed best practice in what is a new environment for most people.
- Co-ordinating bilingual recruitment campaigns to support the growth of Medr, often working on several schemes at one time across various areas of the organisation.
- Establishing health and safety approaches fit for Medr, ensuring people have the right equipment setup through identifying risks and implementing mitigating actions.
- Learning to use and process HR transactions on the new Dynamics 365 Finance and Operations system and supporting people and line managers to make use of the self-service facility to streamline processes.
- Working with some ambiguity as processes bed-in, whilst having close involvement in influencing how we do things.

Currently with one Senior Manager, an Office Manager, one Officer, and working closely with the Payroll team, this opportunity is to build the People and Culture team, its approach to delivery, influence new ways of working and learn from current colleagues.

The initial sift will take place on 3 December 2024.
Candidates who successfully navigate the sift stage will be required to complete an online exercise to enable us to determine their behavioural and personality preferences. Candidates should note that the online exercise is not intended to eliminate anyone from consideration. Instead, it serves as a tool to aid in the decision-making process.
