Are you ready to shape how the Ministry of Defence (MOD) is designed and is operated, directly enabling the defence of the UK? The MOD is seeking exceptional and experienced professionals for one of MOD’s top strategic priorities, Corporate Services Modernisation.
Corporate Services are critically important for the 250,000 people working across Defence to do their day-to-day jobs. For example, every time the department procures military equipment, personnel receive their monthly pay or request their vacation, they are using Corporate Services. As part of the wider government Shared Services Strategy, MOD has established the Corporate Services Modernisation (CSM) portfolio to drive Human Resources, Commercial and Finance policy, process, organisational, data and systems transformation. Our ambition is to revolutionise MOD corporate services to:
- Improve the user experience by simplifying our policies and processes, providing easier and better interfaces to systems and self-service and; making services more responsive and providing easy access to help.
- Deliver better data driven decision making by introducing and fully exploiting the latest Oracle Enterprise Performance Management (EPM), Enterprise Resource Planning (ERP) and Human Capital Management (HCM) technology; improving visibility, accuracy and accessibility of management information across defence; and, using integrated data analytics and Artificial Intelligence (AI) to inform decision making.
- Improve Productivity and Efficiency by automating transactional processes ; expanding and improving MOD’s shared service centre operations; and, reducing MOD’s overall corporate services spend to maximise our reinvestment into the front-line.
This position is advertised at 37 hours per week.
Job description
This role is to define and manage the Business Architecture for CSM, including Contracting, Procurement, Financial Accounting, Management Accounting, Military HR, Military Payroll, Civilian HR, Civilian Payroll and related Analytics capabilities.
Key responsibilities include:
- Setting Business Architecture standards and principles across the Portfolio, ensuring alignment to cross-Defence and Cross-Government standards.
- Working closely with a virtual/federated team of Design Leads across functions, DBS, Defence Digital and the Delivery Partner to ensure compliance with agreed design standards and principles and development of a coherent end-to-end Business Architecture artefacts for CSM. This will include motivations, user personas, user stories, requirements and process models, aligned to CSM goals.
- Maintaining robust governance to agree and record design decisions and secure cross-functional agreement of outputs.
- Support business capability gap analysis to enable the definition of a business change work stream.
- Collaborating with DBS and CSM Technical Architects to ensure current and future technical scopes satisfy the full CSM business capability scope.
- Drive the maintenance and uplift of information through-life to enable continuous assessment of change impacts.
Person specification
- Proven track record of leading and delivering Business Architecture within a project, programme or portfolio environment.
- Experience leading a team of Architects, with an understanding of how to create a collaborative and innovative culture that drives high performance and continuous improvement.
- Comprehensive knowledge of Corporate Services.
- Proficiency in tools, methodologies and frameworks to support architectural design, governance, strategic development and stakeholder communication.
- A great listener with excellent communication skills (written, verbal and presentational), including the ability to articulate complex architectural concepts clearly to technical and non-technical users, adapting communication style, language and format to fit the needs of the audience.
- Experience building positive relationships across diverse stakeholder groups; able to understand and manage multiple perspectives, build consensus and influence stakeholders at all levels, encouraging them to make decisions that align with the strategy, policies, principles and best interests of the enterprise.
- A flexible approach, capable of managing uncertainty, adapting to changing priorities and providing direction to others to overcome ambiguity.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
