​His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) is a national organisation with a Head Office in Birmingham and regional offices in London, Salford and Leeds. This role is being advertised office based located in Birmingham or Salford. ​ In line with the Places for Growth Programme HMICFRS will relocate more roles based outside London and the Southeast over the next six to seven years.​ These inspection roles are being advertised on a national basis and will be home working. This role will involve a significant amount of national travel; therefore, the post will frequently involve overnight stays away from home.

Job summary

HMICFRS independently assesses the effectiveness and efficiency of police forces and fire and rescue services – in the public interest. We promote improvements in policing and fire and rescue services to make everyone safer.  

We are independent of the Government, police and fire and rescue services. We ask the questions that we believe the public wish to have answered and produce major reports that shine a light on issues at the very heart of policing and fire and rescue services.

Job description

The role of Assistant Portfolio Director(APD) reports directly to the Deputy Portfolio within the PEEL team who has overall responsibility for specific areas of the framework. The APD will have a high profile role, leading and coordinating the delivery of the custody inspection. This post requires the APD to develop strong partnerships and working relationships with internal and external partners in order to successfully carry out the inspections. The successful applicant will be required to advise and work directly with His Majesty’s Inspectors, National Police Leads for custody, the HO and occasion ministers. 

This is a dynamic and varied role which offers the opportunity for the successful applicant to influence policing and make a real difference to the outcomes for detainees and police performance. The role involves some national travel and time away from home whilst inspections are being conducted.  

The successful applicant will be expected to lead a team of approximately seven staff to ensure all inspections are carried out consistently and efficiently across 43 police forces. 

The post is designated as full time home working and due to the extensive inspection work undertaken this cannot be considered for part time working.

Responsibilities 

  • Leading a team of inspectors and ensuring that the right type of evidence is gathered, including briefing inspection teams prior to inspection, analysing data, drawing conclusions and drafting force reports. 
  • Collaborating with force liaison leads and inspection support teams to prepare inspections.
  • Working with colleagues across the organisation to promote HMICFRS objectives and values to drive positive change for the organisation.
  • Leading the inspection, being responsible for inspection staff and providing feedback on the performance of all inspection staff, including Associate Inspectors at the end of the inspection.
  • Ensuring that inspections are developed consistently and in line with other inspections ensuring consistency, efficiency and effectiveness of all inspections.
  • Ensuring HMICFRS inspections drive improvements for police forces and detainees.
  • Representing HMICFRS in various meetings, both internally and externally that are commensurate with the role and grade.

Essential Criteria  

  • Tactical and strategic experience of police custody suites. 
  •  Experience of leading diverse teams to deliver complex programmes and/or projects.  
  • Strong communication skills and an ability to influence and work effectively with partners and stakeholders. 
  • Experience of gathering a wide range of evidence from differing sources in order to present considered conclusions. 
  • Excellent writing skills with experience of drafting reports and/or public facing documents, policies or reports.  

 Desirable Criteria  

  • Inspection experience with HMICFRS or other organisation. 
  • Experience of PEEL inspections.
