Job summary

This is an excellent opportunity to work alongside the current Director of Knowledge Analysis & Intelligence (KAI). The second Director post is an established role, and the two directors work closely together to lead KAI as a single, unified Directorate.

This is a peer-managed role, and the successful candidate will act as a second Director and deputy to the lead Director. The exact split of duties will be discussed with the successful candidate and there will be the opportunity to shape the role to your strengths and interests.

KAI has a crucial role in the delivery of the Chancellor’s budgets. This includes the production of forecasts of tax receipts and expenditure on HMRC administered benefits for the Office of Budget Responsibility, and the assessment of the impact of potential tax policy changes.

KAI analysis is also essential in driving HMRC’s departmental priorities. We are involved in strategic decision making and play an active role in the delivery of HMRC’s major transformation programmes.

We work in partnership with HMRC’s Chief Data Office to embed HMRC’s Enterprise Data Strategy, to exploit the value of the huge amount of administrative data HMRC holds.

After the Office for National Statistics, HMRC has the largest number of analysts of any government department. Directors of KAI have responsibility for the leadership of the wider analytical community in HMRC and are expected to be active leaders within the cross-government Analysis Function on strategy and people issues.

Job description

While you will have your own areas of responsibility you will be expected to understand all aspects of KAI work and for each Director to stand in for the other as required.

You will be an active member of the Customer, Strategy & Tax Design Senior Leadership Team. Alongside your co-Director, you will manage and set direction for KAI’s eight Deputy Director led teams and ensure that KAI delivers a coherent programme of analysis.

Director Responsibilities will include:

  • Managing and maintaining strong relationships with customers across HMRC policy, operational and Corporate Finance teams, HM Treasury (including ministers), the Office for Budget Responsibility, the National Audit Office and Office for Statistics Regulation
  • Working collaboratively with other analytical directorates, to provide strong strategic leadership for analysis and professionalism in HMRC
  • Supporting Deputy Directors and others to ensure that HMRC implement effective evaluation, monitoring and research activities
  • Working with other government departments to provide robust cross-government analysis to inform, influence and drive policy, HMRC operational and other key Government priorities
  • Implementing and ensuring rigorous prioritisation and strong work management practices, championing analysis, maintaining a highly-skilled motivated and engaged workforce with a strong focus on quality assurance
