Job summary

The Insolvency Service is a leading Government agency which plays a crucial role in providing essential services to the public and to business. The work we do is important to the proper functioning of markets, the economy in general and support for thousands of people each year who are in financial difficulty. 

Working closely with the Chief Executive/Accounting Officer and senior leaders, the Corporate Governance Team is responsible for ensuring the Agency demonstrates best practice and complies with the standards set for corporate governance across government.

It oversees the whole of the Agency’s compliance in this regard, its effective management of risks, its appropriate response to possible fraud and error, and its overall stewardship of public funds, and seeks to deliver excellence in corporate governance.

The Corporate Governance Officer is an integral part of that Team, helping to ensure the Agency delivers against its Corporate Governance Charter and Strategy.

Job description

Working closely with the Chief Executive and Accounting Officer, the Corporate Governance Team is responsible for ensuring the agency demonstrates best practice and complies with the standards set for corporate governance across government.

The team oversees the whole of the agency’s compliance with policies and regulations, its effective management of risks, its appropriate response to possible fraud and error, and its overall stewardship of public funds. It delivers excellence in Corporate Governance, Risk Management and Counter Fraud across the Insolvency Service, also providing assurance of the governance activities at individual Directorate level.

Responsibilities

As a Corporate Governance Officer, you will:

  • lead on routine audits, and deep dive activities, to a high standard, conducting thorough enquiries and producing clear and focused recommendations and accurate findings
  • enquire into possible fraud, errors, and adequacy of internal controls
  • support Corporate Governance Leads in complex audits and reviews
  • collect and analyse data and business intelligence across the governance spectrum, gap, and trend analysis
  • monitor and review processes, and progress around subject specific Functional Standards
  • deal with senior leaders in obtaining information and giving feedback, particularly on the follow up of management actions in audits completed by Government Internal Audit Agency (GIAA)
  • manage the staff Intranet content and overall Corporate Governance communications
  • occasional and ad hoc tasks and exercises as required by the Agency

Person specification

You will have and be able to demonstrate:

  • the ability to work alone at pace, and as an effective team player
  • knowledge and understanding of the HMT Corporate Governance Code, Managing Public Money, and risk management
  • ability to analyse and interpret complex data
  • good drafting skills, particularly in reports and briefing
  • well-developed interpersonal skills with application in presentations, interviewing and team representation
  • an understanding of the investigative approaches to solicit information, probing, inference etc
  • experience of some level of audit work is preferable, but can be trained

Qualifications: You will have one of the following qualifications or similar; or be willing to work towards and attain them shortly within a reasonable time of joining:

  • Institute of Internal Auditors Certificate
  • Government Counter Fraud Profession Foundation - Fraud Risk Assessment (minimum)

Please note:

This vacancy is advertised across 11 locations; however, Stratford and Croydon are only available to current Insolvency Service Staff. The advertised salary includes London weighting, which is only applicable to internal candidates.

Selection process details

Your personal statement should be no more than 750 words and should explain how you consider your personal skills, qualities and experience provide evidence of your suitability for the role, with particular reference to the essential criteria and our values within the person specification.

Transforming Workplaces

The Insolvency Service is currently delivering an exciting five-year transformation project that started in April 2022 which will define our future direction supporting a gradual migration to a Regional Centre model combined with smarter ways of working. As part of this, transforming our estate will align us with the government modernisation programmes making The Insolvency Service a great place to work.  

We are letting you know about our future plans because if you are joining the Insolvency Service and are recruited into an office over the next five years that is not one of the Regional Centres, you will be expected to move to one of the Regional Centres in the future. This move would not attract financial assistance.

Hybrid Working

Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 60% in the workplace, which includes the office, site visits, court etc.
