Job summary

The Insolvency Service is a leading Government agency which plays a crucial role in providing essential services to the public and to business. The work we do is important to the proper functioning of markets, the economy in general and support for thousands of people each year who are in financial difficulty.

Working closely with the Chief Executive/Accounting Officer and senior leaders, the Corporate Governance Team is responsible for ensuring the Agency demonstrates best practice and complies with the standards set for corporate governance across government.

It oversees the whole of the Agency’s compliance in this regard, its effective management of risks, its appropriate response to possible fraud and error, and its overall stewardship of public funds, and seeks to deliver excellence in corporate governance.

The Corporate Governance Assurance and Analyst Lead will work with a wide variety of teams across the Insolvency Service and will be involved in the proactive management of strategic risks and challenges directly facing the organisation. This includes being the lead on the collection and analysis of relevant intelligence from multiple sources within the assurance landscape and the Agency, to inform the audit universe planning and advice to the Accounting Officer.

Job description

Lead on high profile and complex audit reviews, to a high standard, conducting thorough enquiries and producing clear and focused recommendations and accurate findings in report form and verbally to management and the Executive.

Undertake deep dives, as directed, and requested by the executive and Audit and Risk Assurance Committee.

Build relationships with members of the executive and their staff who are under their scrutiny.

Specific Responsibilities

  • Lead on the development and maintenance of strong knowledge and understanding of effective governance, using the three lines of defence model.
  • Lead on the collection and analysis of relevant intelligence from multiple sources within the assurance landscape to maintain and manage the Agency’s Assurance Map and to inform the audit universe planning.
  • Lead on the analysis and management of governance performance data to identify threats and weaknesses.
  • Lead on identifying and delivering opportunities to improve the effectiveness and efficiency of good governance within the team and cross-Agency.

General Responsibilities

  • Provide expert advice and guidance on legal aspects of corporate governance and prepare the Agency's annual governance statement and governance components of the Agency’s annual report.
  • Actively maintain knowledge and awareness of technical and legal developments in public sector governance.
  • Understand, demonstrate and apply investigative approaches to solicit information, probing, inference etc.
  • Line Management of more junior colleagues.
  • Contribute to and participate in training and development activities to support the continuing professional development of Corporate Governance Officers and support staff.
  • Actively participate in Corporate Governance Team meetings, activities, and development.

Person specification

You will have and be able to demonstrate:

  • Excellent corporate governance knowledge, including the approach to risk management, processes, and models.
  • Excellent presentational, representational, and interpersonal skills.
  • Excellent investigation, analytical skills, and judgement.
  • Excellent written skills, particularly report writing and briefing.
  • You are a team player who can take responsibility for your own assignments, often within strict immovable timeframes.
  • recent experience, or at least clear knowledge, of Corporate Governance (HMT Corporate Governance Code, HMT Managing Public Money, and Risk Management).
  • The ability to apply audit methodology and capability.
  • The ability to think strategically and deliver results, to prioritise and manage a varied governance workload, working under pressure, independently or collaboratively and meeting critical deadlines.
  • The ability to effectively facilitate team and executive meetings.
  • An understanding of the investigative approaches to solicit information - probing, inference, etc.
  • The ability to take ownership for your own decisions and hold yourself accountable for what you are required to deliver.

Essential Criteria

The post holder must have one of the following qualifications or similar; or be willing to work towards and attain them shortly within the time of their joining: Counter Fraud qualification such as Insolvency Service Investigator Programme (ISIP), GCFP (foundation level) or IIA Certificate in Internal Audit and Business Risk.

Selection process details

The Insolvency Service is currently delivering an exciting five-year transformation project that started in April 2022 which will define our future direction supporting a gradual migration to a Regional Centre model combined with smarter ways of working. As part of this, transforming our estate will align us with the government modernisation programmes making The Insolvency Service a great place to work.  

We are letting you know about our future plans because if you are joining the Insolvency Service and are recruited into an office over the next five years that is not one of the Regional Centres, you will be expected to move to one of the Regional Centres in the future. Hybrid Working

Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.
