Formed in 2021, the UKHSA’s mission is to prepare for, prevent and respond to health threats, save lives, and protect livelihoods. We are a centre of scientific and operational excellence in health protection. Our reach is local, national, and global as we collaborate and share learning across the NHS and wider health and care system, industry, academia, and wider partners to improve health security worldwide. The threats we protect against range in type, scale, and intensity, covering infectious disease – from pathogens with pandemic potential to everyday infections such as measles – and environmental threats including radiation, chemical, nuclear, climate change and extreme events.

We are seeking an inspiring COO with the vision, drive, and experience to elevate UKHSA into a high-performing agency. As a pivotal member of the Executive Committee, the COO will frequently deputise for the Chief Executive Officer on relevant corporate matters, playing a key role in the agency’s growth, both nationally and globally, through joint executive work on strategic partnerships and enhanced capabilities.

This newly established role is designed to lead the transformation of UKHSA’s corporate functions, making them more collaborative, streamlined, and focused on delivering the agency’s mission. The COO will drive operational excellence, embed a new leadership structure, capitalise on digitalisation, and ensure strong financial governance, focusing on value for money, return on investment, and resource management. With a recognised need for strong leadership and effective delivery, you must also be a dedicated team player, committed to promoting diversity and inclusion in both the work you deliver and the teams you recruit and lead.

Assessment
If you are shortlisted, you will be asked to take part in a series of assessments which could include a staff engagement exercise and an Individual Leadership Assessment (ILA) exercise. 

You will also be asked to attend a panel interview in order to have a more in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification. As part of the interview, candidates will be required to deliver a 5-minute presentation, the topic of which will be confirmed prior to the interview.
