ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham), or Darlington and working between office and remote throughout the week.


As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations. Due to estates constraints, there are currently temporary exceptions to this for colleagues based at Manchester and Darlington who are required to attend the office for a minimum of 20% of their work time.


This post is available for eligible colleagues with greater flexibility on attendance (which includes those on Homeworking contracts) to apply. Candidates will need to discuss their current greater flexibilities with the Hiring Manager to agree an arrangement that meets the needs of the individual circumstances and on-going needs of the business.

Job summary

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics.  These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.

Life Events Processing (LEP) are part of the Data and Analysis for Social Care and Health (DASCH) division within ONS. We are responsible for the statistical processing of civil registration data (births, deaths, marriages), which is originally collected by local Registrars countrywide. The data is subsequently used to underpin a wide range of statistics including critical mortality analysis which proved invaluable during the COVID-19 pandemic to aid Government decision making. We also provide services and data to external partners including the NHS and UK Health Security Agency, and smaller organisations within academia and local government.

Job description

We are looking for a self-starting individual, with a passion for data and data processing to develop as a subject matter expert within the area of life events. Working with colleagues across disciplines covering data quality, data coding, extract provision, system development, support and testing you will be involved in both continuous improvement and transformation initiatives as well as investigating live issues, discrepancies and new requirements for internal and external stakeholders. The opportunities will grow as your knowledge and capability develops. 

Responsibilities:

  • Develop and maintain detailed subject matter expertise covering the end-to-end upstream processes for all aspects of birth and death registrations to include the regulatory framework, relevant bodies and actors, and the full data journey. 
  • Develop and maintain detailed subject matter expertise covering the end-to-end upstream processes for all aspects of marriages, civil partnerships, and dissolutions to include the regulatory framework, relevant bodies and actors, and the full data journey. 
  • Develop and maintain an excellent working knowledge of ONS systems and data that support and manage the processing of registration data and subsequent delivery and extract to downstream customers and systems. 
  • Develop and maintain a good working knowledge of external upstream systems and data, that support the collection, preparation, processing, and supply of registration data to ONS.    
  • Work collaboratively, within the LEP team, with wider ONS functions, and external bodies as required to enable system and data changes driven by regulatory, technology or continuous improvement drivers (internal and external). Projects and change can be large and small. 
  • Work collaboratively with the wider LEP team to investigate live data and processing issues supporting more junior colleagues where necessary. 
  • Produce and maintain relevant presentation and modelling documents to maintain subject area knowledge, providing illustration and explanation to other staff both in LEP and wider across the organisation as required. 
  • Respond to requests for data extracts and information from our internal and external stakeholder community. 

Person specification

Essential criteria:  

  • Existing knowledge in the extended subject matter area identified within ‘Job Responsibilities’ or demonstrable willingness and capability to develop and maintain breadth of subject matter expertise.  
  • Demonstrable capability/knowledge of data collection, data preparation and data processing methods used in systems. 
  • Ability to understand and model business and data processes, and specify and document business processing rules. 
  • An analytical approach to problem solving, with excellent attention to detail. 
  • Ability to work collaboratively in small teams within and across organisations, to share knowledge, drive and improve capability and delivery, and enable timely project change. 
  • Ability to work on your own initiative and be pro-active with your workload.  
  • Excellent inter-personal and confident stakeholder management skills 

Desirable Criteria:

  • Experience in business analysis
