Background Information

North England Forest District is the largest in England, covering some 86,000ha, made up of 61,000 ha of forest and 25,000ha of open land in Cumbria, Durham, Lancashire, and Northumberland. The district is managed by a multi-disciplinary team of more than 130 staff under the leadership of our Forest Management Director, Kevin May. Because we operate in some of England’s most remote areas, the economic activity we generate has a big impact locally and we are important stakeholders in many regional initiatives.

The Machine Operator will support the delivery of civil engineering works through using appropriate plant and equipment. Supporting with the delivery of materials as necessary for the site works. 

This posts primary responsibility will be to operate a front end roller to support grading works across the forest blocks. The role may also be required to support other civil engineering works including maintenance of forest roads and car parks, construction of harvesting facilities, maintenance of drainage, including ditches and culverts, as well as other civil engineering site works. Champion and manage all aspects of health and safety associated with the site work.

Job description

  • ​​Champion a safe working environment by role modelling high standards of health and safety through the effective delivery of Forestry England civil engineering work sites.  
  • ​Regular monitoring and review of own health and safety and environmental performance; pro-active management of H&S and environmental issues; prompt reporting of accidents and near misses and ensuring that lessons learned are implemented.
  • ​Undertake supervisory checks and review risk assessments, method statements and other health and safety documentation, to ensure compliance with specification, environmental and health & safety standards.
  • ​Support the team to plan the rolling delivery of ‘in-house’ civil engineering works. This includes jointly developing a programme of future works and working to ensure maximum efficiency of delivery.
  • Operate and maintain civil engineering plant and equipment, to deliver a high-quality civil engineering works service.  Follow all relevant guidance, legislation, and best practice.  
  • ​Be responsible for establishing civil engineering work sites. To include organising the site set up, access management, signage, barriers, welfare facilities, storage areas, fuel storage, etc.  
  • Coordinate with civil engineering colleagues for the supply and delivery of all materials to site required for the works.
  • ​Arrange for the timely transport of plant and equipment between work sites, to coordinate with the future works programme.
  • Ensure that control measures, identified during the planning process, to manage environmental and health and safety factors, are appropriate and effectively implemented.
  • Support the Civil Engineer with the monitoring, recording and management of carbon emissions. To include implementation of best practice to achieve Forestry England’s net zero targets.​

Person specification

​​Essential Professional and Technical experience 

  • ​Good awareness and understanding of civil engineering.  
  • ​Experienced machine operator with associated qualification for operating required plant and equipment.
  • ​Good overall awareness and basic knowledge of health and safety management in civil engineering, including experience in the preparation of risk assessments and method statements.  
  • ​Previous experience and competence with MS Office suite of applications. 
  • ​Good verbal and written communication skills. 

​Desirable Professional and Technical experience 

  • ​Experience of working in a forestry or rural environment. 
  • ​Experience using GIS software or other mapping systems. 

Essential 

​​5 GCSE’s grade A-C. 

​Relevant Construction Plant Competence Scheme (CPCS), or equivalent, qualifications. ​ 

Full UK Driving Licence.

Desirable  

​​CITB Site Supervisors Safety Training Scheme or IOSH Managing Safely qualification. ​
