As our Digital Manager, the job may be suitable for hybrid working, which is where an employee works part of the week in the office and part of the week from home. This is a voluntary, non-contractual arrangement and the location advertised will be your contractual place of work.
Our opportunity is full time, 37 hours per week, based in Exeter.

Your world of expertise
We are looking for a proactive and motivated person to join our Digital Services and Customer Experience team (Digital Services) as a Digital Manager.
The Digital Services team delivers and lifecycles products within three portfolios: Citizen Products (website and apps), Hazards & Resilience (including Hazard Manager and Flood Forecasting) and Data Provisioning (including Weather Data Hub).
One of two Digital Managers, you will sit within the Digital Services Senior Leadership Team (SLT) and support our product managers and the Head of Digital Services within a fast-paced delivery environment.
Engaging widely with stakeholders across the organisation, you will provide knowledge and expertise to support the team's portfolios in a number of critical areas such as operational contract management, financial management, risk and issue management and recruitment.
Your key duties
- Manage the delivery partner contracts within the Digital Services team, in alignment with the Government Commercial Function (GCF) standards, ensuring that all contracts critical to delivery are in place and suppliers are performing as required. This includes financial management of cost codes (including internal & contingent labour), Statement of Work (SOW) development, and management of partnership service review meetings.
- Author Business Cases, manage tenders and supplier transitions in relation to our key delivery partner contracts.
- Manage the schedule of software renewals, working closely with Technology and Commercial teams to ensure that these are completed with no break in service.
- Provide management support to the Head of Digital Services, including monthly reporting, resource and risk management, recruitment and Business Continuity planning.
- Act as a catalyst for change, coordinating the team and driving through key business changes at pace.

Essential Criteria, skills and experience:
- Passion for Digital and Delivery:You are an expert by nature and have a passion for delivering first class Digital products to users. You act as a catalyst for change, coordinating the team and driving through key business changes at pace.
- Communication skills:You can mediate between people and mend relationships, communicating with stakeholders at all levels and widely across the organisation, demonstrating that we’re better together. You can manage supplier relationships and rectify instances of underperformance.
- Planning and monitoring skills:You know how to lead a continual planning process in a complex environment. You can manage risks, issues and dependencies within plans and can communicate and escalate to secure the appropriate mitigating actions.
- Working with others:You demonstrate that we are better together, by building relationships to help remove blockers for delivery teams, enabling them to continue delivering in a fast paced and efficient manner.
- Financial management:You know how to negotiate, influence, or set budgets in complex environments. You can forecast and track budgets accurately and report on progress in a concise manner.
- Excellent written skills:You are confident in writing management documentation, such as Business Cases and monthly management reports, that engage and influence internal and external stakeholders at all levels and backgrounds, including the Executive.
- Focused and proactive:You demonstrate the ability to maintain focus and strategic direction, addressing shifting priorities and multiple demands when managing complex tasks. You can independently identify what work needs to be completed and where your expertise may be required and proactively offer support to your colleagues.

As our Digital Manager, your total reward package will be up to £72,530 annually, which includes:
- £52,799 base pay
- An outstanding Civil Service pension, with an average employer contribution of 27%
- Annual Leave starting at 27.5 days (plus Bank Holidays) rising to 32.5 days (plus Bank Holidays) after 5 years and option to buy or sell up to 5 days per year of annual leave
